The France is losing a master asset in the economic battle world. Loads non-plafonnement social employer deters high value-added companies to install their European policy centre. Whereas, in the 1980s and 1990s, the international headquarters of then - technology leaders IBM, Google still hesitates between Ireland and provoked and it is not finished. This phenomenon is, of course: as we announced in band arrival, as it trumpeted not a start.
Each week, a technology group or foreign, American, Indian, Chinese, Japanese, origin Internet, arises the question of the location of its headquarters in Europe. The scenario is always the same: the executives would be living well in France and working with French. But when the Chief Financial Officer, who worked on the record and compared the applications, aligns figures, their desires weigh little. Because this is our country to disqualify.

Not so much on the tax component (despite its complexity), the tax rate or the problems of the administration to engage a priori on Mount: contractors are used. It is the social dimension, and very particularly the principle of non-plafonnement of payroll taxes, which in turn discourages. They are General, guiding patterns of R & D, marketing directors, commercial directors. We expect many of them in technology companies and their wages are accordingly - without being indecent. But, when a DAF consists that it will have to spend more than twice the salary net cause of social charges, without limits, the choice is quickly. For the Germany, where the employer costs are capped at 20,000 euros per employee and per year. Or for the Netherlands or the Switzerland for Spain (18,000 euros). As the France, it is limited to a minimum senior staff.
The consequences are serious. Short term, a company which does not, install it is less direct jobs, less indirect employment, less consumption, less wealth for the country. But in the medium term - a few years are sufficient - which disappears, there is the possibility for French to their weapons at home, in teams of high level, to learn alongside the best, to be challenged on larger missions, before starting to turn in these growth sectors for the future, here or elsewhere. Without their passage at a very young age by positions of responsibility at the headquarters of Oracle in Paris, Bernard Liautaud and Denis Payre would not create Business Objects in 1991. The dozen of innovative companies in the Paris region who have spread of Business Objects have not seen nor day.
It is time to reverse the trend and give back to our country its chances to take advantage of its enormous attractive potential to the high-tech companies from around the world. The French Government must get out of the trap of the short term. I propose to limit the progressive part of payroll to height of 100,000 euros of annual salary and Cap contributions beyond. Do not call into question the dogma of the non-plafonnement of social charges on senior salaries, it would be little attention to the future of our country in the race to the intelligence and economic efficiency.
